Villagers not picking up food

My villager breeder that worked in 20w10a and in 1.15.2 is no longer working in 12w13a. I have discovered that the issue is that they are not picking up food that is being thrown to them before it falls through the fence post I have them standing on. Again, this was not an issue before but is now.
