Pine trees ("Matchstick" and "Lollipop" small spruce tree variants) can never be grown from saplings

Tried to grow some spruce trees from saplings and I never got matchstick or lollipop variants. This is inconsistent with oak trees - you can grow large and baloon oak from saplings.
