minecraft wither skulls killed by tamed wolf

I don't entirely know if this is a bug, but from testing an afk wither skeleton farm that uses tamed wolves to kill the mobs. I afked for an hour and didn't get a single skull even though the farm design says to give 40 an hour. I don't know if this is a bug or they just stopped dropping skulls from wolf kills
