Item Frames don't break when they have a map in them

What I expected to happen was...:
the item frame should have dropped it's map when I punched it in creative

What actually happened was...:

it made the break sound but nothing happened and i couldn't place new items

Steps to Reproduce:
1. get a map
2. place in item frame on a wall
3. punch the map
