natural regeneration = false not working in peaceful

I expected that when I put naturalRegeneration to false it would stop regenerating. I found that it would continue to regenerate my health. I even checked the gamerule and it said it equals false.

I was going to report about hunger system but I saw that they changed it. Can someone link an explanation to what that means.
