default hotbar controls don't include the numpad

What I expected to happen was...:
using the default controls, i should be able to navigate the hotbar using the numpad like in 1.15.2

What actually happened was...:
it doesn't do that

Steps to Reproduce:
1. reset to default controls
2. try using the numpad to navigate the hotbar
3. notice that it doesn't work
