Facings of Shulkers and the Ender Dragons have problems

When I summon shulkers and the ender dragons with NBT tag NoAI, there are some problems.

First, the shulkers always face north when I reload the world or come back form Nether or The End.

And the ender dragons are always summoned facing north, and I can't change it when I want to spawn them with facing east or south.
