Using glowstone on a respawn anchor doesn't consume it

The bug

When using glowstone on a respawn anchor, the anchor is charged, but the glowstone is not consumed.

To reproduce

1. Place a respawn anchor
2. Switch into Survival mode
3. Right-click onto the respawn anchor
   → The anchor is charged, but the glowstone is not consumed
