village/plains/town_centers/plains_meeting_point_1 doesn't generate correctly

What I expected:

The bottom part of the well would continue directly downward from the upper part.

What actually happened:

The bottom part generated a few blocks away (as you can see on the left side of the image) while the top part remained separate.
