Sponges don't do anything

I was clearing out an ocean monument, and for a while, the sponges were working like normal. All of a sudden they didn't do anything. I'd place them underwater, no water would be removed and the sponge wouldn't become a wet sponge. I tried relogging and restarting but to no avail.
