Nether portal doesn't light by existing fire when the frame is created

I created a nether portal, then I destroyed one of the blocks of the frame. The portal broke like I expected it to. After that I lit a fire on the broken frame and then fixed the frame. The portal wasn't created like I expected it to, instead the fire sat in the full portal frame.
