Enchant animations don't show themselves on armor

When armor is enchanted, it usually has that cool glowing effect, but in the recent snapshots it's not showing anymore. When holding the items in your hand, the effects still appear, but as soon as you put it on yourself it's just regular armor. I don't know if tools are the same way, they may but I haven't checked
