Creepers or other mobs spawning more than they should

On my brothers world (survival) he was playing normally when he got a giant lag spike and he went out killing mobs when he had seen a huge pack of creepers (about 1000 or more) and then his single player world started to lag as if it was a server.

There is a screen shot but my brother won't give it to me.
