cannot eat golden apples on creative

Steps to reproduce

• Go on creative grab a golden apple and attempt to eat it

The reason ive considered this a bug is because you can eat golden apples even if your hunger bar is full meaning that it doesn't rely on your hunger bar. It is also used for potion effects and you can drink potions and milk on creative mode.
