Fire Creates Particles when Extinguished

When punching fire to extinguish it, it makes particles as a normal block does when broken. These videos are on Minecraft 20w10a with particles set to "minimal".

 

Steps to reproduce:

1: Start Minecraft 20w10a

2: Start any world (Edited because it happens anywhere, not just in the nether)

3: Find or create some fire and punch it

     ----> 4: It makes particles just like any other block does when broken
