Player shows hand animation when trying to place or rotate item in Fixed Item Frame

The bug

The player shows an arm animation when trying to place an item into or rotate an item in a Fixed:1b item frame, even though the tag disables this.

How to reproduce

1. /summon item_frame ~ ~ ~ {Fixed:1b}
   

2. Right click it with an item
   The player swings the arm even though they cannot place the item
