Third Enchantment Anvil Bug

I was playing survival on snapshot 12w23a and when I tried to put a third enchantment on my diamond chestplate in an anvil I saw that it didn't work, it was like 2 + 1 still equals 2 and not 3. I also tried this in creative and there it didn't work as well.
