Ghasts seem to still be spawning too often in Soul Sand Valley

I found 10 ghasts within 10 chunks. Thats literally a ghast per chunk. This was fixed before but I can tell the spawn rate probably still needs to be lowered... Also I hear a ghast idle sound every 2 seconds.
