Item frames cannot be interacted with after unloading and reloading the chunk

The bug

If you place an item frame, then unload the chunk by leaving, then return, the item frame can no longer be broken or interacted with.

To reproduce

1. Place an item frame, and place an item inside if you wish

2. /tp @s ~1000 ~ ~

3. /tp @s ~-1000 ~ ~ 

4. Try to break or right click the item frame to see that nothing happens.
5. Leave the world and rejoin to see that it can be interacted with again.
