Item frames will not break on servers when hit or killed

When on a server in this snapshot and earlier snapshots an item frame cannot be broken. You cannot break the item out or the item frame itself unless you throw a snowball at it or break the block behind it. When you break the block behind it it takes a while for the item frame to disappear. Even when you use the kill command on it the item frame will just simply not go away.
