Can't enchant fishing rod

You can not enchant a fishing rod using the enchanting table. I tried enchanting one and it didn't work. So i thought if i enchanted something else it would allow me to enchant it and that it was an error so I enchanted a pickaxe and then i tried again and it didn't work.
