Unable to use held item right click features while aiming at Redstone Ore

While mining I tried to place a water bucket on Redstone ore to quench some lava beneath it, but it wouldn't let me place it. I also tried using a bow and it seems to think that making the Redstone glow is an action like toggling a lever, and is taking priority over my item. I don't know what version this started in, I was just playing on the 20w09a snapshot at the time.
