Compases have much more jittery behavior in item frames whilst in non overworld dimensions.

When holding a compass or clock in the hand or hotbar they act as expected, moving in a seemingly random direction. When a compass is placed in an item frame it constantly jitters on the left side, regardless of the direction it is facing.
