I was trying to place some redstone one block higher than the one next to it with commands, but the redstone didn't connect properly.

What I expected to happen was...:

The redstone on the lower block should connect to the redstone being placed.

What actually happened was...:

The redstone didn't connect.

Steps to reproduce:

1. Place a piece redstone.
2. Place a solid block next to it.
3. Place a piece of redstone on the block.
4. Notice the redstone pieces not connecting.
