Cannot create Soul Sand Valley Sky Islands buffet world

The other 11 combinations of Nether biomes and Buffet types work just fine, but every time I try to create a Soul Sand Valley Sky Island buffet world, it stops at 0% and never generates the world.  When I close the game and re-open it, the world save is there, but when I try to play the world it stops loading at 0%.
