Mushrooms cannot be placed on top of certain blocks despite them having a big enough top face

The stalk of a mushroom can fit on a minimum 2x2 area centered on the block, however many blocks with way more room than this still cannot accommodate mushrooms, such as walls, anvils, filled portal frames and grindstones.
