The bug
When a minecart goes around a corner with a block in the corner it slows down. How much it slows down depends on what block it is. Hoppers slow down the minecart by a lot, while fences don't slow it down as much.
Affected blocks
Here is a (selection of) affected blocks. The amount of slowdown does appear to be somewhat related to the hitbox, but there are some inconsistencies.
