Grindstone doesn't remove Attribute Modifiers

In the Process of Upgrading to a newer Version on our Server, i found out that the Grindstone removes Repair Cost and Enchantments on Items but leaves the Attribute Modifiers and Colour Coding of the Item. In our Case it would enable the User to Re-Enchant this Item and use the Attribute Modifiers given to this Items. Before 1.14. we used "too high" Enchantmentcost to prevent this.
