Villagers dont pickup items left on the ground

when i just started building a massive farm. I wanted to let the farmers plant the seeds I dropped but they just walk right through them without collecting the seeds. to recreate just do what i did (dropping any villager item)

also they totally ignore harvesting the crops.

 

this has been a issue since 1.15
