Horse leads don't attach to fences correctly

What I expected to happen was that when holding one horse lead attached to a horse it would attach to a fence when i right clicked

*What actually happened was the horse lead just stayed attached to the horse and to me

Steps to Reproduce:
1. Get one horse lead in your hand and right click on a horse or donkey
2. Try to attach the lead to a single fence post
3.Notice the bug
