Parity issue: Bone meal behaviour on small flowers

Porting over parity issues to the issue tracker due to the announcement on the Mojira Discord.

In Bedrock Edition, when bone meal is used on a small flower, other small flowers are generated in the vicinity of it, without any extra grass. This feature does not exist on Java Edition.
