Villagers don't level up properly when gaining too much Xp

When you trade with a villager enough times (without closing the trade window) so that they gain enough xp so they can level up twice, they will only level up once despite having enough xp to level up again, so you need to trade with them again to level them up.
this can be preformed easily with a level 2 cartographer or a level 3 farmer.
