bonemeal dispensing in mutiplayer while no seed is planted on tilled soil!

Bonemeal won't dispense on tilled soil without seed planted on singleplayer, but will dispense bonemeal on tilled soil on multiplayer. this issue is making it hard for multiplayer automatic wheat, carrot, or potatoe farms.
