As of the 20w06a snapshot far too many enderman spawn in the nether

I was playing the new 20w06a snapshot but as i was adventuring the blue netherwart forest i saw some enderman,i thought maybe they just spawn there but as i carried on looking around in just a 16x16 area i noticed even more
