Bubbles from soul sand only appearing on the surface of water when above, and below the surface when underwater.

What I expected to happen was...:
I expected bubbles would be visible all the way up, even above water

What actually happened was...:
They only appear when they float past the surface.

Steps to Reproduce:
1. Literally just put soulsand underwater and look at it.
