Soul Sand Valley Floating Islands Buffet generator fails to generate

Generating a Buffet type world using the Floating Islands land generator and setting the biome to Soul Sand Valley causes the game to lock at 0% generation and never progress. Sometimes this percentage can reach higher (I reached 2%) but it will always fail at some point.
