Frosted Ice does not melt

Typically, Frosted Ice from Frost Walker Boots should melt.

 

This snapshot seems to have a bug where this does not occur at all. I just walked across a body of water with the enchanted boots, and several minutes later, the ice, which was supposed to be gone, was still there.

 

1. Wear Boots enchanted with Frost Walker (this happened with Netherite Boots and an Enchantment level of 2).
2.  Walk across any body of water.
3. The ice should stay there without melting.
