Inconsistency: Cannot recycle netherite tools via smelting / Netherite does not have a nugget form

As netherite appears to be a metallic substance, with its main item an ingot, one would expect that it would come in nugget form, and that tools, weapons and armour made of it would smelt into these nuggets. However, it does not seem as though they exist.
