Guardians not spawning in bubble coloms in my guardian farm

My large guardian farm which uses soul sand to push the guardians upwards, wont spawn any guardians in the bubble coloms. I have seen this issue on other posts but all were resolved but yet here i am. Those issues mentioned were also from 1.12 almost all versions have given problems. But gets resolved by putting no soul sand in the corners.
