Concrete powder falling into water turns into concrete at surface

When dropping concrete powder into water, the concrete forms at the surface of the water, rather than dropping down to the bottom.

 

I've included a screenshot of this occurring.

 

Expected behaviour is that the concrete would form once reaching the ground, rather than at the water surface.
