Sprinting on water top in creative is not working

When trying sprinting (fats flying) while half of the player hit box is in air and other half in water, this function is not present, unless the whole hitbox if fully submarged in water or flyes above it.

NOT TESTED IN 1.15.2! Can not set version 1.14.4 as affected version as it does not want me to show it as existing.
