Enchant Texture animation

I've encountered what appears to be a bug with the enchantment animation texture not appearing on enchanted pieces of armor and weapons as seen in the screenshot. I've asked around if anyone else has encountered this bug and nobody has, ive gone through steps of completely removing minecraft from my computer then reinstalling and the issue remains so it is most likely a bug.
