Continuous loud noise is played when stuck in a boat on top of a bubble column

The bug

When you're stuck in a boat on top of a bubble column, the game sometimes produces a continuous sound. Discovered while testing MC-170366.

To reproduce

1. Build a water tube and place soul sand at its bottom
2. Place a boat on top of it
3. Switch into survival mode
4. Enter the water tube from the bottom
5. Enter swim mode
6. Get stuck below the boat
   → A continuous sound is played
