Filling bottles with dragons' breath doesn't play the hand animation

The Bug:

Filling bottles with dragons' breath doesn't play the hand animation.

Steps to Reproduce:

1. Obtain some glass bottles and summon an ender dragon that will breathe on the ground by using the command provided below.

   /summon minecraft:ender_dragon ~ ~ ~ {DragonPhase:5}

2. Collect some of the dragon's breath, and as you do this, watch the bottles held in your hand closely.
3. Take note as to whether or not filling bottles with dragons' breath plays the hand animation.

Observed Behavior:

No hand animation is played.

Expected Behavior:

A hand animation would be played.
