Highlight players (spectators) key doesn't affect any players other than yourself

highlight players (spectators) key doesn't affect multiple players / players on a server

it will just activate on yourself with in third person. 

Expected Result:

all players should glow / highlight

Actual Result:

no player is affected other than yourself
