End portal duplicates torches

The bug

You can duplicate torches in 2 ways.

When you respawn the dragon and the torches are not destroyed, at least 1 of them drops on the ground. Duplicated.
When you kill the dragon, exactly the same happens.

Reproduction steps (killing dragon)

Create a new world
Go to the End
Go to the exit portal
Remove its torches
Kill the dragon
```
/kill @e[type=ender_dragon]
```
The torches (as well as some of the end stone below the portal) were regenerated

Reproduction steps (respawning dragon)

Go to the End
Kill the dragon
```
/kill @e[type=ender_dragon]
```
Remove all torches (and portal blocks) from the exit portal
Place 4 End Crystals
The torches (as well as some of the end stone below the portal) were regenerated
