fill command bug with glass_panes, fences...

Hi,

as you can see in my mp4 data, there is a bug since 1.14 as far as i know.

When you try to set blocks like glasspanes, fences and iron bars with /fill they will not connect to the blocks beside them. 

 

Hope you can fix this bug soon
