Iron Golems Not Spawning From Build Configuration

Have placed pumpkins, carved pumpkins, and jack o' lanterns on top of the four iron block T-shape and nothing will happen. I tried looking up if there was some change to how they were spawned in through building and could not find anything. I tried in survival first, and then in creative.
