Stone varieties have different mining speed

I am building in survival with a haste 2 beacon, efficiency 5 diamond pick, and I realized that the stone-brick slabs cannot be insta-mined. I double checked, and stone-brick stairs, stone-brick walls, and the normal stone brick, can all be insta-mined, but stone-brick slabs cannot. 

Is this intended?
