Shield not working and hands too close to body

Whenever I shift with shield in left hand it doesn't work as the shield is supposed too. Not only that but in first person the hands are too close to the body. You can barely see your tools. Is there a way to fix this? I have digged through the settings to no prevail. (Update. Shield is working. I just can't fix the hand thing.)
